Many programs and projects have already been implemented to develop learning opportunities for adult people affected by illiteracy, functional illiteracy or a lack of basic education. In addition to programs offering traditional forms of school education to adults, there a numerous projects for special beneficiaries. Typically they focus on one distinct group such as prisoners, immigrants, housewives, elderly, etc. These projects have brought valuable results. However, some groups are extremely small and specific with regard to the obstacles preventing them to attend education.
The MobileBE project has been developed based on long term experience of VHS Hannover and others with providing adult literacy and basic education courses for adults. Since 2012, VHS Hannover (P1), as well as VHS Göttingen (P7) are part of a government funded program called “RGZ” (see below). RGZ are cooperating to provide more and better basic education for adults. Various additional offers, including such with innovative approaches, have been implemented.
However, adult education experts feel that there are certain groups of potential beneficiaries who cannot be reached with methods at hands because there are obstacles related to personal, family or cultural background, employment, or health, that prevent these groups from participating in forms of literacy and basic education that are available today and can be offered. Hence there is a strong desire to widen the perspective and to try to develop in a joint European project new methods to access and include such groups.
